New York City: Emergency Communications Transformation Project

Emergency Communications Transformation Program (ECTP) will transform the New York City’s emergency communications and service delivery through streamlined operations and improved technology solutions.  The City of New York operates the largest 9-1-1 emergency communications system in the United States, handling more than 12 million calls per year.   Working with the FDNY (Fire Department of New York) and the NYPD (New York Police Department) along with other stakeholders, the Department of IT and Telecommunications (DoITT) manages this major project to upgrade and integrate the City’s 911 emergency communications system and also to consolidate the emergency communications services, specifically call taking and dispatch functions for the NYPD and the FDNY, into cohabited facilities supported by integrated systems.  This creates a unified call taking system, upgrades the City’s E911 telecommunications infrastructure, creates state of the art dispatch facilities, and implements new technologies aimed at improving response to emergencies. 

YES Inc. served as a subcontractor performing major tasks including the following: 

  • Led overall integration of ECTP systems as Chief Solution Architect
  • Led overall NYPD technical systems integration
  • Managed and executed the E-911 project, the largest ECTP component project
  • Led all aspects of management & Integration activities including E-911 technical architecture, testing support/coordination & customer interactions;
  • Led Organizational Transformation & Project Coordination/Management tasks for Unified call taking project involving multiple stakeholders and ECTP component systems.
