The Commonwealth of Pennsylvania, Pennsylvania State Police (PSP) has designed developed and implemented the Criminal Investigative Traffic Safety Incident Information Management System (IIMS). The IIMS utilized applications in the collection and processing of any and all information and evidence related to an event, as well as activities related to conducting any investigations necessary to solve a crime or help prevent further crimes from being committed. IIMS is comprised of major elements, including a Consolidated Dispatch Environment (CDE), a Mobile Office Environment (MOE), and an Enterprise Database Environment. These technologies, acting in unison, enable the PSP to more effectively serve the citizens of the Pennsylvania State.
YES Inc. provided the public safety systems engineering and integration expertise to the IIMS CDE systems design for consolidating 81 dispatching locations to five highly reliable and redundant Consolidated Dispatch Centers (CDC) for call taking and dispatching functions for PSP. Each center implements a Computer Aided Dispatch System (CAD), Geographic Information System (GIS) mapping capability, Automatic Vehicle Locators (AVL), 911 dispatch telecommunications systems, and statewide radio interface. In addition, re-routing of emergency and non-emergency calls from 81 locations to 5 CDCs were designed including PBX, ANI/ALI, IVR, and service provider coordination. YES also provided:
- Requirements development and analysis for CDC subsystems
- Analysis of internal/external interfaces and Interface Control Document (ICD) generation
- Development of the RFP for CDC subsystems based on the CDC system design and specification from the requirement analysis, especially CAD and Emergency Telephony Evaluation of proposals from various public safety product vendors including CAD, GIS, 911 telephony
