City of Austin: TX Combined Emergency Management Communication and Transportation Management Center (CEMC & TMC) Project

Combined Emergency Management Communication and Transportation Management Center (CEMC & TMC) Project.

The city of Austin, TX and Travis County, TX has established a new CEMC & TMC center for providing combined public safety, emergency management and transportation command and control functions.  This project includes the 9-1-1 communications centers in the City of Austin and Travis County providing critical upgrades to the current emergency service systems. The systems (upgraded and moved to the new facility) included 9-1-1 call handling, a new 800 MHz simulcast, digital, voice radio system, computer aided dispatch, record management system, message switches, mobile data terminals, automatic vehicle location, and transportation and transit services.

YES Inc. as a teammate to the prime contractor, provided the Public safety systems and telecommunications engineering and integration expertise to the CEMC & TMC Project for the replacing the 9-1-1 communications centers in the City of Austin and Travis County to provide critical upgrades to the emergency service systems.  The systems upgraded and moved to the new facility included 9-1-1 call handling, a new 800 MHz simulcast, digital, voice radio system, computer aided dispatch, record management system, message switches, mobile data terminals, automatic vehicle location, and transportation and transit services. The interface and interoperability among public safety applications such as CAD and RMS were also researched and reviewed for the City.
Radio system engineering work included a “should cost” for the radio equipment and installation, an implementation tradeoff for the backbone communications system, review of Motorola simulcast radio system design documents and test plans, and advise to the customer on proposed changes (such as migration to a Voice over IP radio system implementation). YES also provided the radio system transition plan coordinating with multiple agencies and systems for seamless transition of a new 800 MHz digital trunk radio system.
